No more Warm Front scheme, Hello HHCRO scheme

Insulated MugThe Warm Front scheme offered insulation and new boilers to households that find it difficult to heat their homes. It ended in March this year, but a new scheme has replaced it – the HHCRO Scheme. The HHCRO (or Home Heating Cost Reduction scheme) offers grants for free cavity wall insulation and loft insulation and free boilers. It’s part of the ECO, or Energy Company Obligation – a group of three grant schemes that can give you free energy saving measures. Some of the grants are means tested and some are not.

Non Means Tested Grants and Schemes:

CERO – (or Carbon Emission Reduction Obligation). This is a scheme that is targeted at fitting solid wall insulation to the “hard to treat” homes in our building stock – we have a lot of older homes that fit this category. Typically it would not be cost effective or even affordable to insulate some of these old buildings and this grant is designed to help people get the insulation that their older homes need. This scheme is predominantly for homes with solid walls, although hard to treat cavity wall homes are included. There are a number of other measures which are available as secondary measures, such as loft insulation and draught proofing.

CSCO – or Carbon Saving Community Obligation. This scheme is focused on specific areas, which are typically some of the more deprived areas in the country. It is not means tested but as a result of the areas that it targets it does mean that it is unlikely to be available to the more affluent. The scheme provides grants for all insulation, draught proofing measures and glazing and some community heating schemes.

Green Deal – This is the innovative new scheme that allows homeowners and tenants to get measures fitted that reduce your energy bill at no upfront cost. The scheme provides a loan that pays for the improvements. The savings on your energy bill pay for the fitting costs and the interest payments, and the loan is “attached” to the electricity meter of the home rather than being attached to you. There are over 40 measures that qualify for the Green Deal, assuming they meet the “Golden Rule” that states that the savings gained with the measures exceed the total costs of the measures. Means Tested Insulation Grants:

HHCRO – This is a grant for loft and cavity wall insulation and new boilers.. It’s full name is the Home Heating Cost Reduction Obligation and the people who qualify for it fall under four main categories:

  1. Those that claim Pension Credit
  2. Those that claim Child Tax Credit and the household income is below £15,860
  3. Those that claim income-based job seeker’s allowance, income related employment and support allowance (ESA) or income support and meet at least one of:
    • Receive work related activity or support component (and claim ESA)
    • Claim a disability premium, enhanced disability premium or severe disability premium
    • Claim a pension premium, higher pension premium or enhanced pension premium
    • Claim a disabled child premium
    • Have parental responsibility for a child under 16 who lives at the property
    • Have parental responsibility for a child under 16 or a child who is over 16, but is under 20, who is in full time education other than higher education and lives at the property
    • Receive child tax credit which includes either a disability or severe disability element
  4. Those that claim Working Tax Credit where the household income is below £15,860 and meet at least one of:Free Loft & Cavity Wall Insulation
    • Are over 60
    • Claim a disability premium, enhanced disability premium or severe disability premium
    • Have parental responsibility for a child under 16 who lives at the property
    • Have parental responsibility for a child under 16 or a child who is over 16, but is under 20 and who is in full time education other than higher education and lives at the property
